As per the HMO news, Sandwell Council is initiating a comprehensive consultation on potential borough-wide additional licensing for houses in multiple occupations (HMOs). The primary aim of this initiative is to enhance the overall management and living conditions for tenants residing in such properties. The consultation period spans 10 weeks, which started on January 8. This will provide an opportunity for landlords, tenants, and residents to contribute their perspectives on housing management improvements and measures to address issues like crime and anti-social behaviour.

Under the proposed additional licensing scheme, landlords of HMOs not covered by mandatory licensing would be required to obtain a HMO license. This one-off license per HMO would necessitate landlords to ensure compliance with specified standards. The consultation seeks input from local residents, tenants, landlords, managing agents, and businesses and is expected to impact approximately 3,500 houses throughout the borough.

Authorized by the Housing Act 2004, councils can introduce additional licensing to address concerns such as inadequate property conditions, poor management practices, significant anti-social behaviour, or elevated crime levels, highlights the latest HMO news. In nearby Birmingham, several issues have arisen, including streets marred by HMO-related problems and vulnerable residents subjected to restrictive rules. 

Councillor Laura Rollins, Sandwell Council’s Cabinet Member for Housing and the Built Environment, said, “We know that we have a lot of good HMO landlords who recognise their responsibilities and care about their tenants.”

“We also know that there are some HMO landlords who charge high rents, allow their tenants to live in poorly-maintained, unmanaged properties or don’t take action against tenants causing anti-social behaviour. This is unacceptable,” she added.

Laura also added, “We want to make sure that HMO tenants live in a good standard of property that is properly managed, which is why we want to hear people’s views on the licensing proposals as part of the consultation.”

The consultation process will run from 8 January to 18 March 2024. It will be accessible online, and paper copies can be requested via a free phone number. The feedback obtained will be analysed and presented to the council’s cabinet later in the year, guiding potential decisions and actions regarding the implementation of the additional licensing scheme.
